Was the Butcher of Kingsbury Run / Cleveland Torso Murderer and Bugsy Siegel the same person?

There are speculations that actress Elizabeth Short AKA The Black Dahlia was killed in the hands of mobster Benjamin "Bugsy" Siegel and his men in January of 1947. Some speculate that her killer was linked to the unsolved 1930s serial killings in Cleveland committed by the Mad Butcher of Kinsbury Run / Cleveland Torso Murderer. It's believed that the Torso murderer and Short's killer were the same person.Was the Butcher of Kingsbury Run / Cleveland Torso Murderer and Bugsy Siegel the same person?
They are speculations, at best. Far more solid cases--such as they are--have been made against others. Benjamin 'Bugsy' Siegel was a fairly run-of-the-mill mob boss whose main claim to fame is his obsession with building Las Vegas into the gambling and entertainment capital of North America. As to his being the mad Butcher/Torso Murderer--no evidence exists of any significance--otherwise it've been used against him long before he was killed by other mobsters.
