yeah, i have to go with Julia on this one. Quaker Steak and Lube may very well have the hottest wings in the tri-state area. I had them once and I had to sign waivers saying that "these wings may cause blistering of the tongue and esophagus". I still had them, they were delicious, but I didn't feel too good the next day!
Other spicy places are Buffalo Wild Wings, Winking Lizard, and you may even find some local owned places with good wings too.

Quaker Steak and Lube, possibly? It's not exactly in Cleveland, but it's in Valley View, which isn't very far.
