This is who the Cavs acquired over the summer: Shaq, Anthony Parker, Jamario Moon, Leon Powe. And now, there's talk of Stephen Jackson going to Cleveland via trade. So my question is: how can they afford all this?Is there such thing called a salary cap for the Cleveland Cavaliers?

The Lakers are even worse - they went on a shopping spree by re-signing Lamar Odom.
Shaq was a trade and all of the others were below the mid-level salary I believe.

A what? lol Cavs don't even have the highest pay roll. Lakers do. But Cavs are top 5 along with Celts, Magic and Jazz(as sad as it is for them since they're not an elite team). Anyways, they got Shaq via trade so you can't include him in that list. As for Parker, Moon, and Powe I'm guessing they must have used their mid level exception and biannual exception.
Mid-level exception allows the teams to sign one player to a contract equal to the average NBA salary, even if they're over the salary cap already, or if the signing would put them over the cap. The mid-level exception can also be split among more than one player, and can be used to sign players for up to two years.
Biannual exception is the same thing but you can only use it once every 2 year and allowing teams to spend an extra 1-2 million$ on a player or combination of players regardless of whether they're over or under the cap.

They want to use as much money for LeBron to win a title. So he would stay in Cleveland. But if they land Stephen Jackson they're will the title guaranteed.
